Charles Milton Bell (1848-1893), was the youngest of a family of photographers who operated a studio in Washington, D.C., from around 1860 to 1874.

In 1873, Charles M. Bell established his own studio on Pennsylvania Avenue, and it rapidly became a fashionable place. Shortly after it opened, Ferdinand V. Hayden became a patron, sending Indian visitors in Washington to the studio for portraits.

Bell also photographed Indians for the Department of the Interior and the Bureau of American Ethnology.
